Member of the Local Government Staff Commission for Northern Ireland
The Department of the Environment wishes to appoint new members to the Local Government Staff Commission (‘the Commission’). This is an exciting opportunity for you to actively contribute to the future of local government and assist in the bedding in of local government reform and shared service arrangements between the new councils.
Term of Appointment
The Commission plays an important role in the development of human resource (HR) management in local government by providing professional advice, assistance and support on all HR matters to district councils and the NI Housing Executive. The need for these services will reduce as new councils will be able to provide them in-house and also in collaboration with other councils. Given this, the Minister of the Environment announced that the Commission will be dissolved on 31 March 2017 and these member appointments will therefore be effective from 1 December 2014 until 31 March 2017, the date of dissolution.
Time Commitment and Remuneration
The time commitment required from members is normally 1-2 days per month. The posts do not attract a salary but members will be eligible for a daily allowance of £114 and reasonable expenses.
Skills and Experience
No specific academic or other qualifications are required for the posts. The department wishes to appoint persons to the Commission who can provide a blend of relevant experience and knowledge and make a contribution to its work. Appointments will be made from those individuals who best satisfy the criteria set out for the posts –
- experience of change management;
- experience of strategic thinking and planning;
- experience of applying the principles and practice of effective corporate governance and risk management;
- experience of influencing others and building strategic alliances; and
- knowledge and experience of potential relevance to the Commission.
