Chair – Northern Ireland Transport and Holding Company


The Department for Regional Development is seeking to appoint a Chair to the Board of Northern Ireland Transport Holding Company.

The Northern Ireland Transport Holding Company (NITHC) is a Public Corporation which was
established by the Transport Act (NI) 1967. Its responsibilities include the oversight, in terms
of support, control and supervision, of its seven private limited subsidiary companies, the
principal ones being Ulsterbus, Metro (previously Citybus) and Northern Ireland Railways, trading
jointly as Translink. NITHC also holds and manages property assets. It is expected to operate
commercially and has a duty to operate in line with Ministerial policy.

The Chair’s role will be to bring his or her judgement to bear on issues of strategy, performance
and governance within the Translink Group. He/she should be prepared to lead the Board in
setting the overall strategic direction of the organisation and to direct, support and challenge the
executive team to deliver the Board’s strategy and targets.

Skills and Experience
No specific academic qualifications are required for the post. Applicants will be assessed from
the following criteria:

1. Relevant Experience
In accordance with the Transport Act (Northern Ireland) 1967, the Chair of the Board of NITHC
has to be appointed from among persons who appear to the Minister to have had wide experience
of, and to have shown capacity in transport or industrial or commercial or financial matters; or to
have other adequate or suitable experience.

4. Governance, Control and Accountability
5. Interpersonal and Communication Skills

All candidates will be expected to have high standards of probity and integrity.

The appointment is effective from 1 July 2015 and will run for a period of four years.

Applicants invited for interview are eligible for reimbursement of reasonable travelling expenses
incurred within the UK and Republic of Ireland.

Time Commitment and Remuneration

The remuneration is £35,000 per annum based on anticipated attendance of 2-3 business days per
week. Reasonable travel and subsistence costs will also be paid to attend meetings in accordance
with NITHC’s processes. The Chair will be expected to attend monthly Board meetings and other
adhoc meetings as required. This may involve a commitment both inside and outside of normal
working hours, including representing NITHC at occasional evening engagements.
